WHAT IS A DISASTER/CRISIS
An disaster/crisis is any major incident which could result in death, serious personal injury, extensive property damage, significant loss of business operations or loss of public confidence. When an emergency is not effectively managed the consequences can multiply substantially.

MANAGEMENT OF DISASTER/CRISIS
HE Consulting believes that successful incident resolution is dependent upon individuals, and in particular leaders, making the best possible decisions in quick time. These decisions are most often required during periods of stress and heightened emotional levels, which result in a diminished ability to make rational choices. The best decisions can be further hindered by the lack of detailed or accurate information. Successful incident management is dependent upon having appropriate short checklists and practicing decision-making through scenarios in a simulated environment. The consultant has utilized this process to successfully manage numerous crises over many years.

SERVICES
HE Consulting has the background and expertise to assist clients in the development of their specific emergency management solutions. This includes:

  • Identifying an inventory of potential major incidents
  • Conducting risk assessments in order to determine the client's vulnerability to a variety of threats
  • Developing a management plan for resolution using simplified checklists
  • Developing and conducting practice scenarios to test the client's preparedness

THE CONSULTANT
Helgi Eyjolfsson is a member of a partnership that has successfully delivered emergency solutions and crisis management to a variety of organizations. Mr. Eyjolfsson has a B.A. from the University of Saskatchewan and is a graduate of the Queens Program for Public Executives. He has 34 years of experience in a variety of positions with the Government of Canada, including the Canadian Armed Forces and Corrections Canada as Director General of Security and Prison Warden. Internationally, his experience includes working with the United Nations in Kosovo and New York as well as Her Majesty's Prison Service in England.

Mr. Eyjolfsson is currently an adjunct lecturer in Forensic Psychiatry at Queens University, Kingston, Ontario, and is developing a crisis management course for Lethbridge Community College in Alberta. He also provides Train the Trainer programs in Crisis Negotiation and Crisis Management for Corrections Canada. Post September 11th major clients included Transport Canada.

PROCESS
Using a proven process, the consultant assists clients in reducing their vulnerability to emergency incidents as well as identifying where their preventative resources could be most effectively allocated. In this process the consultant routinely assesses the following variables:

1. Probability of an Incident
For example,

  • the potential of natural disasters and their impact vary by geographical location
  • the potential of a terrorist attack is higher today than prior to 11 Sept. 2001
  • incidents resulting from gangs, organized crime and drugs is currently at an all-time high
  • a review of the history of similar incidents in other organizations or geographical areas may assist in determining probability

2. Consequences
For example, consequences:

  • are often higher in an urban area
  • are higher if the client cannot return to normal operations quickly

3. Capacity to Respond
The organization's readiness depends on:

  • the quality of their plans and checklists
  • having personnel who are trained and confident in emergency management
  • identifying appropriate equipment and infrastructure

RESULTS
Each of the three variables will be interconnected, using a simple formula in order to identify the client's risk. Customized plans will be developed for risk management, including specialized training for key staff. The clients' vulnerability is then effectively reduced through implementation of the plan.
